How PayPal fees work in 2026
PayPal charges a percentage plus a small fixed fee on every successful transaction. For US sellers accepting goods & services payments, the standard rate is 2.99% + 49¢. Commercial transactions (invoicing, virtual terminal, PayPal Here) are higher at 3.49% + 49¢. International transactions add 1.5%.
Like Stripe, the percentage shrinks with bigger transactions while the 49¢ fixed fee does not. On a $10 charge the effective rate is around 7.89%; on a $1,000 charge it is closer to 3.04%. For very small transactions PayPal offers a micropayments rate of 5% + 5¢ with a $1.99 cap.
Which PayPal rate applies to you?
"Goods & services" is the rate most small sellers and Etsy / eBay buyers use. It comes with PayPal's seller protection. "Commercial" is for invoiced transactions through PayPal's website or Virtual Terminal, and "micropayments" is for digital goods, tips, or anything under about $5 where the standard rate would crush your margin.

Can I avoid the PayPal fee on personal payments?
You can send "Friends and Family" payments with no fee, but those are not eligible for seller protection and PayPal can hold the funds if a dispute arises. For business sales always use Goods & Services.
